Uganda stands at a pivotal point in its digital transformation journey, driven by a young and tech-hungry population. This report sheds light on Uganda’s digital landscape, outlining the existing strengths and critical areas for growth. Key sectors like agriculture, healthcare, and finance are already leveraging mobile technology, yet challenges remain, particularly in expanding access to affordable, high-speed internet in rural regions.

Mobile network coverage has expanded significantly, however, rural areas still lag behind, depending primarily on 2G services while urban centers benefit from 3G and 4G networks. The limited rollout of 5G, available only in select urban areas, highlights the need for investment in digital infrastructure to bridge this urban-rural divide. Additionally, Uganda faces a pronounced digital skills gap, especially among rural residents and women, which hampers economic growth and innovation.

The report recommends several strategies to accelerate digital inclusion. Key among these is fostering public-private partnerships (PPPs) to enhance last-mile connectivity, alongside developing a national digital skills framework to support marginalized communities. Such efforts can create a more inclusive digital economy, enabling all Ugandans to benefit from the ongoing digital revolution.

With the right investments and partnerships, Uganda’s digital economy is poised to significantly contribute to national growth, but focused action is essential to ensure no one is left behind.
